NEW ORLEANS — The suspensions of Jonathan Vilma and three other players in the NFL's bounty investigation were lifted Friday by a three-member appeals panel and the league reinstated those players a few minutes later.
The panel said Commissioner Roger Goodell did not have jurisdiction to hear the players' appeals of their punishment for their roles in the New Orleans Saints bounty program that paid cash bonuses for hits that injured opponents.
While the ruling allows Saints linebacker Vilma, banned for the 2012 season, Saints defensive end Will Smith, Cleveland linebacker Scott Fujita and free agent defensive lineman Anthony Hargrove to play immediately, it does not permanently void their suspensions.
Still, the ruling comes just two days before the first full slate of NFL games this season and is a setback for Goodell and the league.
NFL spokesman Greg Aiello said Goodell would "make an expedited determination of the discipline imposed" for violating the league's bounty rule.
"Until that determination is made, the four players are reinstated and eligible to play starting this weekend," Aiello said.
Vilma tweeted: "Victory is mine!!!! -stewie griffin"
The panel's decision states that Goodell cannot suspend the players for receiving money from a pool that paid for big plays, but he can still suspend the players if he can prove they intended to injure opponents. Players and coaches implicated in the bounty pool have testified under oath in a related federal court case they never intended to injure opposing players.
"Whether the commissioner tries to readdress the situation or not is his call," said Peter Ginsberg, Vilma's attorney. "We are certainly hoping the appeals board has made it clear the commissioner tried to grab jurisdiction and impose penalties over an area he does not have oversight. ... The factual record in the court makes it clear he has acted in a biased and inappropriate manner."
The Saints open their season at home against Washington on Sunday, while the Browns host Philadelphia.
The city of New Orleans will be going crazy or this home game. A very tough spot for rookie RG3 and the skins. Not to mention the skins area very thin in the secondary with Tanard Jackson OUT and Brandon Merriweather (strong safety) OUT with a tweaked knee this week in practice.

NFL WEEK 1 ...it's finally here !
First of all , let's take a look at some prominent offseason changes. 6 rookie QB's will be getting their first start in week 1 of the NFL. Thomas Boswell (washington post) wrote a nice article on august 25th summing it up:

So the Texans in June were -7.....now they are -11.5 and still climbing.The Texans with last years #2 Defense and a Healthy Shaub and Andre Johnson should win this game by 17 or more. Get on this game while you can....New Miami HC Philbin is making his debut on the road. The Fish have no Jake Long this game, no Brandon MArshall, and Chad Johnson who was supposed to fill that WR void has been cut for head butting his wife in the offseason. Hedgie will be playing the TEXANS -11.5 2-3 stars and will most likely be locking them up with a 3 team teaser taking the HOME FAVORED BEARS -10, SAINTS -7 and TEXANS -11.5 who all go against rookie QB's this week. With Jason Witten 'DOUBTFUL' with a Spleen Laceration and Austin Miles not 100% with a strained Hamstring this game sets up a little better for the home team. The Giants should be able to put a lot of pressure on Romo tonight who will be scrambling and out of sync with his most trusted receivers. With replacement refs getting the nod the Hedgie is gonna take it light tonight and play :

What better place for the Hedgie to Kickoff the season than in SIN CITY .
Tonight's first play of the season is on Minnesota/UNLV UNDER 51
Both teams last season averaged a combined 35.7 points per game and this opening game should be no different as both teams should be committing to the run. UNLV has an experience OLINE and their best chance at an upset will be pounding RB Tim Cornett while Minnesota has just one WR on the roster with a TD on his resume.

Friday Night: Michigan State -7 vs Boise St
13th ranked Michigan St returns virtually all it's key defensive players which ranked #6 nationally last yr and will be amped up at home. 24th ranked Boise St loses Kellen Moore at QB which Hedgie thinks it'll be too tall of a task to overcome . This games comes down to the Spartan Defense which should dominate. The line opened at -6 and is climbing so Hedgie says get your wager down asap..
